RBI Hosts Conference of Cooperative Societies Registrars, Focuses on UCB Governance

The Reserve Bank of India (RBI) hosted the Third Conference of Registrars of Cooperative Societies (RCSs) at its New Delhi office on September 1, 2026, with senior officials from the RBI, Central Registrar of Cooperative Societies and various state cooperative departments in attendance.

The conference focused on strengthening governance, institutional capacity and regulatory coordination in Urban Cooperative Banks (UCBs). RBI Deputy Governor Swaminathan J. stressed the need for stronger controls against cyber-enabled fraud and money-mule accounts, along with closer coordination between the RBI and cooperative authorities.

Deputy Governor Shirish Chandra Murmu highlighted the importance of fit-and-proper boards and senior management, robust internal controls, greater technology adoption and timely resolution of weak UCBs.

Discussions also covered key governance, regulatory and supervisory issues, including expectations of the RBI and the Deposit Insurance and Credit Guarantee Corporation (DICGC), as well as the timely resolution of banks under liquidation.
