The Department of Pharmaceuticals, under the Ministry of Chemicals and Fertilizers, has begun preparations for the Special Campaign for Disposal of Pending Matters (SCDPM) 5.0 aimed at eliminating pendency across all aspects of governance. According to the Department of Administrative Reforms and Public Grievances (DARPG), the targets for SCDPM 5.0 will be finalized by September 25, 2025. The Department has already issued instructions to all its organizations — including attached offices, autonomous bodies, PSUs, and societies — to ensure full participation and timely implementation.
Since its launch in 2021, the Special Campaign has helped the Department of Pharmaceuticals and its entities, including the National Pharmaceutical Pricing Authority (NPPA), National Institutes of Pharmaceutical Education & Research (NIPERs), Public Sector Undertakings such as Hindustan Antibiotics Limited, Karnataka Antibiotics & Pharmaceuticals Limited, Bengal Chemicals & Pharmaceuticals Limited, and the Pharmaceutical and Medical Devices Bureau of India (PMBI), to achieve significant milestones in digitization, record management, cleanliness drives, and scrap disposal.
Key achievements across previous campaigns include the digitization of thousands of physical records, large-scale participation by Jan Aushadhi Kendras, and the clearance of long-standing pendencies from MPs, the PMO, and inter-ministerial communications. The campaigns also generated revenue through the disposal of scrap and reclaimed office spaces to improve efficiency. Notably, NIPER-SAS Nagar emerged as a model of best practices by reclaiming workspace through systematic disposal of outdated furniture and office materials, with activities documented through photographic evidence.
Building on these successes, the Department of Pharmaceuticals remains committed to clean governance, digitization, and efficiency as it moves into SCDPM 5.0 with renewed vigour and an expanded vision for transparency and public service delivery.
