Tata Steel inks non-binding pact with Dutch govt on decarbonisation and health project

Tata Steel and its European subsidiary Tata Steel Nederland (TSN) have signed a non-binding Joint Letter of Intent (JLoI) with the Government of the Netherlands and the Province of North-Holland to advance an integrated decarbonisation and health measures project at the IJmuiden site.

The JLoI outlines the framework for the first phase of transition to low-CO2 steel production while improving the living environment around the plant. The agreement is non-binding but commits all parties to good-faith negotiations toward a tailor-made agreement, expected to be finalised in the coming months following Dutch elections and government formation.

The final investment decision will rest with Tata Steel’s Board once statutory, regulatory, and policy issues are resolved. These include engineering preparedness, permits, and agreements on critical policy matters that affect the investment case.
