RBI seeks public feedback on discussion paper on licensing of UCBs

Reserve Bank of India (RBI) on Tuesday released a discussion paper on the licensing of Urban Co-operative Banks (UCBs), in line with the announcement made in the Governor’s Statement on October 1, 2025.

The central bank has invited comments and suggestions from the public and other stakeholders on the discussion paper until February 13, 2026.

Feedback can be submitted online through the ‘Connect 2 Regulate’ section on the RBI’s website. Alternatively, stakeholders may send their comments to the Chief General Manager, Reserve Bank of India, Department of Regulation, Registration and Licensing Section (Co-operative Banks), Central Office, Mumbai, or by email with the subject line “Feedback on Discussion Paper on Licensing of UCBs.”
