The Ministry of Coal has urged Uttar Pradesh to expedite the development of its Saharpur Jamarpani captive coal block in Jharkhand, while stating that Coal India Limited (CIL) continues to fully meet the state’s coal requirements.
As of September 15, 2026, none of the thermal power plants operated by Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited (UPRVUNL) was in the critical-stock category. Coal stock at UPRVUNL plants increased from 7.25 lakh tonnes on September 1 to 8.41 lakh tonnes on September 15.
The Saharpur Jamarpani block, allotted to UPRVUNL in 2015, has reserves of more than 973 million tonnes but is yet to be operationalised. The Ministry said developing the block would help strengthen the state’s long-term fuel security and reduce dependence on external coal supplies.
CIL has been supplying an average of around 17.7 rakes per day to UPRVUNL’s power plants over the past 10 days. The Ministry also highlighted unloading constraints at some plants and said the current-month plant load factor of around 48% indicates that lower generation cannot be attributed to inadequate coal availability at the plant end.
