RBI issues second amendment directions on minimum capital requirements for operational risk

The Reserve Bank of India (RBI) has issued the Second Amendment Directions, 2026, to the Reserve Bank of India (Commercial Banks – Forthcoming Instructions) Directions, 2025, covering minimum regulatory capital requirements for operational risk.

The amendment specifies April 1, 2027, as the implementation date for the revised Basel III Standardised Approach (Basel III SA) for operational risk capital requirements applicable to commercial banks, excluding Small Finance Banks, Payments Banks and Regional Rural Banks.

The revised directions also provide an indicative mapping of Business Indicator (BI) components to the relevant schedules and line items in financial statements and incorporate additional clarifications issued by the Basel Committee on Banking Supervision.

The amendments aim to clarify implementation requirements and facilitate the adoption of the revised Basel III capital adequacy framework for operational risk.
